The Challenge

What was breaking before the engagement.

Two regulated-industry license applications were running in parallel — Pennsylvania and West Virginia. Pennsylvania was, at the time, the most-competitive medical cannabis licensing process the United States had seen. Winning required not only a technically sound application, but coordinated buy-in from every local stakeholder inside the application footprint: cities, municipalities, county-level officials, the courts.

A technically perfect application in the wrong political environment loses. The work was to make sure the application landed inside a prepared local environment in every footprint where the operator wanted to win.

The Engineering

What we built.

Cersosimo strategized and wrote both applications. A team, a mission, a vision, and the underlying strategy were built and executed end-to-end across two years. Local cities, municipalities, officials, and courts in the application footprint were engaged ahead of the formal process to secure 100% local buy-in.

Pennsylvania was won. The framework was then replicated in West Virginia, where the same operator became the only entity to win three licenses.
